MANCHESTER — The Premier League has confirmed that Manchester City have been found guilty of all charges related to breaches of Premier League financial rules between 2009-10 and 2017-18. The verdict was delivered by an independent Commission and disclosed in a league statement, confirming the club breached financial regulations across that nine-season span.

The Commission found that during that period the club arranged “sham contracts” with a number of its commercial partners, as well as “relying on sham agreements to artificially inflate the club's revenues and reduce its costs.” The findings point to misleading accounts tied to inflated revenue and reduced costs through those sham agreements.

The statement also said City were guilty of the majority of charges in relation to its failure to co-operate with the investigation, but an exact figure was not given. No sanction or next-step details were included in the initial confirmation at this stage, with the league's statement focused solely on the Commission's findings of guilt.
